Jose Canseco intends to play professional baseball, using steroids but not having a TUE

Jose Canseco refused to submit to a test for steroid, when he tried to return to the Mexican Baseball League. It was earlier said that the “Tigres de Quintana” of Cancun gave him the second chance and invited him to play.
Jose Canseco refused to submit to analysis for steroids which had to be performed by officers of the Mexico’s National Commission for Physical Culture and Sport (CONADE). CONADE represents government agency that controls Olympic sports in Mexico.
Cuauhtemoc Rodriguez Meza, the chief executive officer of this baseball team, proclaimed that Jose Canseco would not be allowed to play for the team because he had acknowledged that he used forbidden medicines.
Jose Canseco admitted that he was on testosterone replacement therapy under supervision of a doctor in the US. He noted that he was on TRT since 2008. This player was not surprised by the requirement to submit to steroid testing. This person wrote on his Twitter account last month that the Minor League Baseball would have testing for banned drugs.
As it is known,  an athlete can take steroids for TRT and compete, if he/she has received a therapeutic use exemption (TUE). A TUE permits administration of prohibited drugs, if it is supported by medical conditions.
It is obvious that Jose Canseco has prescription from his physician that indicates about his condition which requires receiving TRT. But he hasn’t obtained a TUE for administration of testosterone.
Canseco has openly reported that he had a prescription from his doctor to take testosterone as a part of testosterone replacement therapy. He wrote about  this condition in a documentary in 2008. He claimed that he stopped administering illegal steroids and was experiencing low testosterone production that was caused by steroids. Then his doctor prescribed him applying a testosterone gel in order to be relieved from undesirable reactions of steroids.
As you see, Jose Canseco’s usage of steroids is justified because he has medical need for usage. But since he hasn’t obtained a TUE, it is not clear whether he would play in the team that has testing for steroids.
The CEO of “Tigres de Quintana” admitted that he had known that Jose Canseco was on TRT but he invited him to play, just getting a TUE.
